Lukaku, who is also wanted by Napoli, is set to leave Stamford Bridge on a permanent basis this summer.
The Belgian has spent the last two seasons on loan at Inter Milan and Roma.
With Napoli yet to move Victor Osimhen on, Chelsea have now reached an agreement with Villa for Lukaku.
But it would be down to Lukaku to decide if he wants to join Unai Emery’s men or he will wait to seal a return to Serie A.
