Nwanosike Samuel has stated that when he became the chairman of Ikwerre Local Government Area in 2015, he faced a dire situation.

In an interview with AIT, Samuel said he became chairman of Ikwerre at a time when communities in his local government area were deserted due to extreme danger and daily killings. He said this included Ubima, the hometown of former Governor Rotimi Amaechi and his cousin, Celestine Omehia, also a former governor.

Samuel said that even though Amaechi was the sitting governor of Rivers State at the time, people were being killed in his community on a daily basis. He said upon taking office as chairman of Ikwerre, he knew something had to be done. He said he worked with local residents, including hunters and community chiefs, to restore safety in the local government.

This is a local government that had the most powerful governor as he then was, Rotimi Amaechi, who was chairman of governors forum.
